The answer to this question has unfortunately not yet changed: No, OTR, there is not yet so far for Empathy. [UPDATE 01/03/2011] I've just discovered the bug tracker of Telepathy that the implementation of OTR in Telepathy and Empathy is thus carried out in.

Work towards patching this bug has begun, the Telepathy developers and myself are working towards a specification that will define how OTR will interact and be built into Telepathy. Once the specification is complete we will begin the process of programming OTR into Telepathy.
